Alexander L. Litvin is an independent researcher working on component integrity and supply chain risk in electronics distribution, and the author of the CILM (Component Integrity & Lifecycle Management) methodology.

Background

In electronic component distribution since 1998, spanning regional supply chain development, industrial procurement coordination, and — earlier in his career — the supply of telecommunications equipment and communications systems.

The vantage point is the receiving side of the supply chain: incoming inspection, channel qualification, and the failure modes that surface when a lot arrives and does not match its documentation.

Education: Ural State Technical University (UGTU–UPI) — degree in economics and management, specialization in project management, 1997–2002.

What has been contributed

CILM — Component Integrity & Lifecycle Management — is a framework for assessing risk at the level of the production lot rather than the supplier. It was developed independently.

Its central proposition is that integrity risk is not a property of a component or of a supplier, but a consequence of how sufficient the evidence is for the provenance and history of one specific lot. Two lots of the same part number, from the same supplier, can warrant different decisions because the evidence available for each differs.

CILM is a methodology, not a standard. It is not issued by a standards body, confers no certification, and does not replace laboratory testing, incident databases, or the standards that already govern counterfeit-part avoidance. It describes how evidence about a lot is gathered, weighed, and recorded so that a procurement decision can be audited afterwards.
